No, the image quality is preserved and only the height x width of the image will adjust upon resizing.

At times your image widget may be cached in your web browser, so apply a hard refresh/reload will solve these issues. Steps on how to do this, can be found here.

If the email is published, the web version of the email will have the most up to date version of that image. Whereas, for those who have received it in their inbox, the image version will not update, unless they view the web version link of the email.
